however made it clear to all Asiatic British Subjects who sre subjected to my inconsiderate or unreasonable treat- ment that, on their reporting the circumstances to me, I would immediately take the matter up with the authorities to obtain redress. At the same time, I have impressed upon them the necessity, if my representations are to be effec- tive, of reporting to me such incidents immediately, or as soon as possible after, they occur. In definite complaints of a general nature are useless,

By an arrangement made between the local authorities and one of my predecessors, and in order the more effecti- vely to keep watch over the movements of doubtful characters, the passports of all asiátics are taken by the Immigration Department onarrival and handed back to them on their departure. This system has been found to be of great utility, nor do I think it entails any hardship on the persons concerned. The system can be terminated at the will of His Majesty's Consuler Officer who can, similarly, obtain the return to its owner of my passport whenever the latter desires.

On the fiscal side of the question, the Asiatic fo- reigner is again differentiated from the European, but no complaints hate ever been made to me by any Chinese British Subject in Saigon that they were being unfairly dealt with in the matter of taxation.

The bulk of the commerce and Industry of Saigonand Cochin-China is in the hands of the Chinese, ho are on that recount not popular with the French French authorities, since they have in a great measure disponrossed the native Annamites who are French subjets. It will re-dily be understood, therefore, that the French are not eager to assist the Chinese nor to attract them to the Colony, but the reverse, in order to give the Annemite a chance to assert himself. This may be short sighted-policy but it is the same policy which imposes on fareign goods a tariff 80
