In reply to your letter "o.642 of 16th April

last, I have the honour to inform you as follows:-

In connection with the secret letter No.307/ 0/IV, dated 26th October 1922 from the Harbour Master at Sabang, which was sent to me by the Governor of Acheen and Dependencies, in order that I might take cognisance thereof, said Governor was asked for a report whether transhipment and transit at Sabang, as detailed thereby, had taken place before, and if so, when, In reply thereto the report was received that in 1922 transhipment had taken place on the 11th of March to Dairen, and on 16th August to Vladivostock, and transit on 28th March, 22nd April and 19th July, to Keelung, Nagasaki and Macao respectively.

Also owing to these reporte, it was proposed to the Government to supplement the provisions of the Opium Traffic (Transportation) Ordinance the Datch reads: "Opiumaanvoer-ordonnantie") (Collection of Ordinances 1918,

No.34 j--, 1919, Nos. 3 and 145 and 1920, No.629) in that way that opium, not covered by an import certificate, issued by the competent authority in the place of destination, may not be discharged in a l'etherland Indian port or transhipped there, except in case of shipwreck, etc. This supplement (or addition) has meanwhile been effected by the Ordinance No.202 of 28 April 1923 (Netherland Indian Collection of Ordinances).
