Adverting to my letter No.640 of the 16th April last, I have the beneur to enclose herewith an authenticated English translation of letter No.790/G,Secret, dated 8th May 1923, addressed to me by the Head Inspector, Head of the Department of the Opium Monopoly, Weltevreden (Batavia) and also of its enclosure,

On perusal thereof you will see that shipment of opium via Sabang already drew the attention of the Netherland Indian Government,

The new rule that in case of transhipment

the opium shall be covered by an import certificate from the importing country would, in my opinion, only work effect- ively, if the signature of the official of the importing country, who isused the import certificate, has been oertified as sorrect by the Netherland consular officer oncerned, who, moreover, before doing so, shall ascertain from the Government of the importing country in the way he thinks fit - personal visit, letter or telephone - whether this certificate has really been issued by said official. Opium emaggling, being serried sut se unscrupulously and so ingeniously, the smugglers and their principals the laster especially - my not hesitate to pass opium on falsified documents, with false signatures and seals.
