Secretary of State for the Colonies.

Sun Yat Sen has told me that to assist in the
reorganisation of certain Departments in Kwang Tung especially taxation, land, and Audit he wishes to enlist the services of one or more British experts. He asks me to suggest names.
Would you approve of any of my officers being lent to him or of my asking traits Settlements to lend somebody? In the interests of Hong Kong it is most desirable that
administration Kwang Tung/should be put on a satisfactory footing. So long as it is understood that officers are employed not by Sun Yat Sen (who up to the present has not resumed his title as President) but by the Provisional Government, I do not see that any reasonable objection can be held by Peking.
