Allowing a fair margin for contingencies, I think that one million dollars will cover all expenditure for acquisition of site. This may be compared with $1,841,000 in the original estimate which accompanied Comand letter of 26th November 1920.
It is not anticipated that the vicinity east and north of this area will be developed for building purposes. From the strategical point of view it is sufficiently well- placed for the axisting garrison,

To sum up, my recommendations are:-
(i) That the Colonial Goverment be asked whether it is willing to agree to an increase of 10% over the prices shown
in the valuation Schedule. If it is willing to close with the offer and dispense with an independent valuation. In this connection it is understood that the agreement as to surrender value does not bind the War Department to surrender, and that for every item which the Colonial Goverment desires to acquire, and which entails reprovision of accommodation, the new accommodation must be ready before surrender takes place.
(ii) To proceed forthwith with the reconstruction of Gun Club Hill Barracks including quarters for carried officers and to surrender Murray Barracks and parade ground on completior. (iii) To request the Colonial Goverment to reserve Site "C" for military purposes, and to carry out at once any necessary surveys, borings, etc. to ascertain the practicability or otherwise of the scheme.
