In the mountainous country in that vicinity suit- able sites do not exist for the convenient lay out of any number of buildings to form a homogeneous cantorment. The hill sides are very steep; the spurs are knife-edged and there are no plateaux.
The procedure adopted by the civil community to obtain a local site under such conditions is to cut down a hill and either dump it into the sea, to form a reclamation, or fill up a valley. Both processes have been and are now in operation on a large scale and are thoroughly understood.
The essentials for any site for barracks in this country are:-

A
Freedom from malarial infection. This is in my opinion the paramount consideration and is not easy to ensure. In the existing barracks near sea level in Victoria and Kowloon, the health of the troops is good, while on the higher levels at Lyamun and Devils Peak they are less immune. On the whole experience shows that it is easier to free from malaria a site near sea level then one among the hills, with their attendant mullahs and undergrowth, and this is a further objection to Customs Pass.
(ii) It should admit of parade and recreation grounds being close to barracks, and as far as possible on the same level. This, in order that the men may not get soaked in violent rain storma, and over heated by steep ascents. At Customs Pass, to have the recreation grounds olose to the barracks would mean siting the latter in the valleys and they would be very hot in summer,
(iii) It should admit of the barrack blocks and accessories being fairly close together and as far as possible on the same level.
This would not he possible at Customs Pass; and even if there were a motor road and serial tramway up to
