transmit to you, to be laid before the MarqueeCurzon
of Kedleston, the accompanying copy of a telegram from
the Governor of Hong Kong on the subject of the linking
of the Canton Kowloon and Canton Hankow railway
lines.

2. Lord Curzon will be well aware, from correg-
ponience extending over many years past, that the Goverment of Hong Kong and the Secretary of State for the Colonies attach extreme importance to the construc- tion of this loop line. If it is possible to obtain the consent of the Government at Pexin, as well as that of the de facto Government of South China, to the construction of the line, and if the work can be financed without conflicting with the obligations of His Majesty's Government in regard to the consortium,
