in regard especially to the sub-departments which deal with
Water-Works and with Harbour Engineering.
While therefore the new Director should of
course be a man of high technical qualifications I wish to emphasize especially the necessity of his being a capable organizer and administrator not merely a good engineer but a good head of a department. So much of the work of the Public Works Department is connected with building and the requirements of the Public Health and Buildings Ordinance that it would be a great advantage if the officer selected were one who had experience of work
in a large town.
