You will see that there is a great

deal to be said for both sides of the case, On

the one hand, apart from a few minor industries

there is very little actual production in Hong

Kong, but it is of great importance as a port

and as the distributing centre for Empire Trade

with the Far East. Unless goods, which

are handled but not produced in Hong Kong form

part of the exhibit, then the exhibit is reduc-

ed to practically nil, and it would be quite

impossible for the Col. to take a part

commensurate with its true importance to the

Ompire.

On the other hand, if Hong Kong is

allowed to make a feature of such goods, then

other great distributing centres, e.g. Singapore
