Suggested Plan of Action

In order to attempt to introduce Aviation to the East; to interest the Colonies and to demonstrate the actual uses to which Aviation oen be put when properly organised and operated, the following scheme is suggested:-

That two or more seaplanes or Ɑving boats of a type approved by the Department of Civil Aviation; together with the necessary gear; spares and personne), be purchased and shipped to Singapore. (Which shall be used as base)

That Demonstration lights be carried out over e-ch stage of the aforementioned routes, in order to show the practicability; reliability and safety of the modern air-

craft.

That Photographic and Survey work be carried out in the Countries concerned; the restil te being submitted to the various Governments au samples of the work that can be carried out.

That the operations] expenses of each and *)] such demonstratione shall be kept, and a careful index compiled of the motus) cost of such work.

That the Tri-ls; Fights, and all operations of the aircraft be under the control of a Committee of Investigat- ion representing the Governments concerned.

That when Aviation has demonstrated itself to be reliable and of real use to the Countries concerned, either in the foregoing or my other manner; that a company be formed for the operation and exploitation of such Services;

be they Mail; Passenger or Survey.

Such Company to seek Government aid in regard to

Mail Concessiona; Monopolies, etc.

Financial Arrangements for Preliminaries.

It is suggested that the cost of the Preliminary work; Investigations and Demonstrations should be borne na follows:-
