GOVERNMENT HOUSE.

HONGKONG. 24th January, 1923.

I have the honour to inform Your Grace that Dr.

J. T. C. Johnson will proceed on leave within the next few months preparatory to retiring from the service.

The post of Principel Civil Medical Officer will then become vacant and at my request Dr. Johnson has placed on record his views as to those members of the department who might be considered for appointment as his successor, I enclose an extract from his memorandum from which it will be observed that after weighing the claims of Dr. Moore and Dr. McKenny he is decidedly of the opinion that the latter is the most suitable local candidate.

In this view I concur and I would add that I have

no fault to find with Dr. McKenny's administration of the department during Dr. Johnson's absence in 1919-1920.

If a local officer is appointed I recommend thet

it should be Dr. McKenny but Your Grace may consider it desirable

to fill the post by transfer from another Colony.
