I have the honour to inform Your Grace that

Dr. Keyt, Health Officer of the Port, her requested to be allowed to retire from the public service about August 1923.

I recommend that Dr. B. H. Mellon, whose

appointment to be Second Port Health Officer was notified in Mr. Churchill's despatch No.195 of the 11th July, 1921, should be appointed Health Officer of the Port in succession to Dr. Keyt, and that Dr. A. R. Feler, whose appointment as Medical Officer was notified in Lord Milner's despatch o. 388 of the 9th November, 1920, should be appointed Second Port Health Officer.

The Principal Civil Medical Officer reports that Dr. Mel) on is the officer best fitted for the senior

post, as he possesses aptitude for the work, and has the

Diploma of Public Health which it is very desirable that an officer in this post should have. Dr. Mell on has not yet completed his service under agreement, but his appointment would be subject to his proving satisfactory throughout

such period. In my telegram of 20th July, 1921, I stated

that I proposed to appoint Dr. Esler to be Health Officer of the Port and I am of opinion that he is well qualified

for the work of Second Port Health Officer.
