complained of that the Chinese in question went to Chile on board the Japanese steamer Rakuvo Haru on the 13th December, 1921 after having complied with all the regulations concerning passports, etc., is totally falco so far as it accuses this Conmulate of issuing documents to them.
In comfirmation of this I have before me a letter from the agency of the Toye Kisen Kaishs in this city addressed to me in answer to mine in my endeavours to ant at the bottom of thin matter, which states that no passengers of hina nationality left this port for Chile by the akuyo aru on the 13th December, 1921.
As the four comp) sining Chinese trevallors were apparent) v the victims of fraud by individus), not belonging to the staff of the Consulate for Chile, faimaan would domand that legal proceedings be taken against those individuels instead of formulating gross and unfounded charges against the good name and reputation of a foreign Government and its Conau).
While I do not wish to believe that the proceedings
of the Chinese Chamber of Commerce relating to this matter are due to any animosity towards the Consulate for Chile in Hongkong, itd sems very strange that the Chamber accepted as true the very serious allegations contained in the letter read out at the meeting without making careful enquiries.
