In your issue of the 27th June last the South China Morning Post published an official report of the proceedings of the Chinese Chamber of Commorce of Hon, kong, held the previous day. In these proceedings soms unjustifiable charges were made against the Consulate for Chile on the complaint of four Chinese citizens, which complaint van apparently accepted in its entirety by the said Chamber of Commerce.
As the Conmilar Representative of Chile in this Colony and in view of the fact that the Chinese Chamber of Commerce refused to let me have the names and addresses of the complain- ants and other particulars upon which these greve charges against the Chilean Consulate were made and accepted by them, in justice to myself I feel it my duty to atate the full facta of the matter, which are as follows:
I beg to state that at the time the four above-mention
-ed Chinese complainante started their trip to Chile, Chinese immigration to that country was suspended; and that, being aware of this fact and unable to get their documents legalised
and their passports vized in this Consulate enabling them to arrive safely in Chile, they went as passengers to Balboa (Panama) in transit to Chile, thus attempting to evade the
Chilean regulations and the interference of the Chilean Consul
in Hongkong.
No documents of any kind were issued by my predecese-
or (I having only been in charge since February last) or anyone
in this Consulate to the four complaining Chinese authorising
them to enter Chilean territory.
The statement, therefore, in the report now
complained
