the Chinese emigrants do not understand the language of Chile, and the Consul-General should be responsible for any mistake in connection with Fuchiaos and passage tickets. He has given a bond to petitioner's friends in return, and he should not evade responsibility. Petitioner's friends have paid the money to the Consul-General, and as they have not been allowed to land, the Consul-General must return
the money.
Therefore petitioner petitioner prays that the Honourable Secretary for Chinese Affairs will send for the Consul-General and ask him to return the money to petitioner friends.
