Chile was forbidden, because the newspapers of Hongkong had al- ready published an official notice to that effect, which fact was also known by the Steamship Company "Toyo Kisen Kaisha," according to the attached copy of document No.1.

The Consulate for Chile, which office was open during the whole month of December 1921, had no interference or inter- vention in the trip of the complining Chinese passengers, and did not stamp its "visa", in their passports taking into consi- deration the prohibition of Immigration issued by the Chileɛn Goverment:- (Document No.2.)

I wish to impress the fact that, having that prohibi- tion been made widely known, actually existing in Hongkong a Chilean Consular Office and a Chilean Consul in functions, the Consul for Panama, Mr. Edmundo Moline, not only stamped his "visa' to the passports of the plaintiffs, thus stepping on the privilege of the Consulate for Chile and acting against the Chilean Govern- ment instructions, but also vissed fifty five (55) passports of Chinese bound to Chile in transit through Panama, Chinese who were making a trip, as they made it, in Japanese steamers starting from Hongkong and ending their youngs at the Chilean port of Valparaiso.

This unfair conduct of the Panamanian Consul, Mr. Ed- mundo Molino, was the subject of two protests formulated by me to the Consulate for Panama in Hongkong, and of a communication to my own Goverment on the matter,

Furthermore, the passengers who had been travelling under such irregular conditions and in contravention of the Supre- me Chilean and Panamanian Authorities were expelled both from Panama and Chile under the right of sovereignty.

Now I must put forward the fact that the responsibility. of the "Ho Kisen Kaisha," is an undeniable one, and I base this opinion of the Company failing to make good the cost of the return. assages to Hongkong that they had to pay under the order of ex- malsion of said travellers.
