Petitioner, Wong Kwok Pan of the Yuen Wo shop No.57 Central Market, begs to submit to the Honourable Secretary for Chinese Affairs that in the 11th Moon of the
10th year of the Republic (1921) Wong Wun Tsan, Wong Shun Hang, Chan Wu and Chan Kau proposed to go to Chile to trade,| and asked petitioner to go with them to Chile Consulate. It was stipulated that they should proceed to Chile by the 8.3. "Lok Young" Maru ($.5. Rakuyo Maru) on the 15th of the 11th Moon (13th December, 1921), and that Wong Wun Tean and and Wong Shun Hang should pay $740 for Wuchiao, passage and eye examination, and Chan Wun and Chan Kau $760 for same. These sums of money were paid to the Compradore Department of the Chile Consul-General, and a bond was given them in return, guaranteeing them to get landed at Chile and prom- ising to refund the money if they are sent back to Hongkong.| On the 15th of the 11th Moon (13th December, 1921) they went on board the steamer and sailed. They reached Ka La
Mia (Calama) on the 4th of the 2nd Moon this year (2nd March, 1922) but were detained by the Police there in a wooden building and were not allowed to get out of it. Their Wuchiaos and passage tickets were all taken away. When their steamer called at Ka La Ma(Calama) on its return voyage on the 19th of the 3rd Moon (15th #pril, 1922) they were repatriated by the Police Ber the steamer and reached Hongkong on the 22nd of the 5th Moon this year (17th June, 1922). Each year millions of Chinese emigrate into foreign countries, and are all allowed to land at their destination if they have a Wuchiao from the Consul-Generals. An advertisement has been inserted by the Chile Consul-General, notifying the public that he has appointed Lo Shu Mau to be his agent to look after all business in connection with
