The price of opium to the consumer is that current in the Inner Provinces, where the greater portion of consumption takes place. The outer and Coast Provinces have slightly lower rates. The increase of revenue was due to competition among the bidders, resulting in the collapse of the Farm in the following year, as explained in para. 10 of the Memorandum. The farm was taken over by the Government in January 1907. The two figures in column 3 thus represent the revenue paid by the farmer, and collected by the Government, respectively. In this year (the first one in which Government control was exercised throughout the country), the system was adopted of including the cost of the raw opium on both the revenue and expenditure sides of the account. Thus the total revenue of the year and the revenue from opium, both included the sum of Tes. 1,785,042, the cost of the raw drug. In subsequent yours in order to avoid undue inflation of the accounts (and also fluctuations due to variations in the price of raw opium), the amount spent on the latter was deducted from the oxpenditure as well as the receipt side--the opium revenue thus being shown net, except for actual administrative expenses. If this sum of Tes. 1,785,042 be deducted from columns 2 and 3, the resulting not figures will be Tos. 59,074,466 and Tos. 12,729,412, respectively and the percentage of opium revenue will be 21.5.
