opportunities of regulation and control of opium smoking

8. There is much to be said in favour of the Siamese
point of view, though their case would be stronger if they used their system as they might do, for the recovery and
destruction of dross. On the contrary the Government makes ne attempt to recover dress, but derives considerable reven- no indirectly from its sale. For the keeper of the smoking
shop is only permitted to sail chandu at the price at which he buys it from Government, and has te rely for his profit on the sale of the dress which he reteils for consumption on or off the promises at Tos 10 per beel (as compared with Tos 15 per obends (1 ticel z 171') ). The residue
after dross is meked fetches Tea 2,50 a teal and is used
apparently for eating or mixing with drinks,
This right to sel) dross is of course a valuable
meset to the keeper of the shop, and the licences which are
put up to suetien from time to time accordingly bring in a
considerable reverme to Government.
Incidentally the higher price which the home
smoker pays for his chanda may be teken, in part at least, sa corresponding to the licence fee paid by the smoking
shop.
It will be seen from the enclosed print that it
is the declared intention of the Siamese Government to introduce a complete system of registration of smokers at some future date, In the meantime they exploit the situation for palitiesl purposes by calling attention to the difficulties which extraterritoriality places in the way of the enforcement of their epium law, and by explain- ing that they camot dispense with any large part of their opium revere until certain foreign powers release them from treaty obligations under which general import duties
cannot be increased.
