4. It is somewhat difficult to form any estimate of
the state of public opinion among the Chinese communities
of Malaya with regard to the use of opium. Among the opium
smokers with whom I discussed the matter there was a
tendency to explain that they had soquired the habit as a
remedy for some illness, such as diabetes, chest complaints, or digestive troubles, and few would probably be prepared to
defend the habit as justifiable in itself or to look with
approval an their children acquiring it, for which of course,
apart from other omsiderations, there are good financial
reasons.
5. It appears that the percentage of smokers among
the Straits-born Chinese is considerably less then among the
China-born, and the general opinion seems to be that the younger generation of Straits-born is not becoming addicted to opium to as great an extent as in former years. In so far as it goes this may be taken as indicating that the tendency under present conditions is towards a diminution
in the habit,
The distinction between Straits-bern and China-
bern Chinese in this respect may probably be attributed in soms measure to the influence of western ideas on the former class through the schools and the adoption of out-of- door games, etc., which provide alternative methods of relaxation. It must also be remembered that the bulk of the immigrant Chinese are adult males, separated from their families, with more money and fewer interests then a population living under naturel conditions of home life, and it is therefore to be expected that they will take to opium smoking which is one of the few relaxations within
their grasp.

One of the weak points in the present system of control in Malay is the disposal of opium dross. Apparently between 20% and 25% of the opium smoked in Malaya is consumed in public smoking shops, and these shops are
