My Lord Duke,
With reference to Mr. Churchill's despatch
No.208 of the 4th of July, 1922, I have the honour to
transmit copies of a report with enclosures by Mr. S. B. B. McElderry on his visit to Malaya and Siam in connection with
the consideration of the opium question at the Oriental Red Cross Conference at Bangkok.
I also ena ose a statement of expenses
incurred in connection with Mr. McElderry's visit, all of
which have been defrayed by this Government in the first instance. I shall be glad if the total may be all ocated
among the various Colonial Governments represented by
Mr. McElderry at the Conference, and the Crown Agents
authorised to make the necessary adjustments in the accounts
of the Governments concerned.
