a brief sumary of the result

marked A, which Sir E.Stubbs has

seen and accepts as an accurate statement of your scheme as modi-

fied by him. He tells me he thinks

this will probably work, especially

if, while firm on the main points,

we show every desire to listen to

the Chinese on minor points and

so carry them with us.

You also directed a care-

ful search through the answers

given in Parliament to see whether

the solution you had indicated as

possible was in any way inconsistent with any undertaking given by the Secretary of State. You will see

that this search has been made, and

that the only possible objection

that could be taken on that score

is that the procedure now proposed may conceivably not bring the whole

scheme into operation within twelve

months. But, as is pointed out,

the Ordinance will have been passed, and the engagement of any fresh mui-tsai

prohibited within the Secretary of State s

time limit. A slight delay in dealing with existing mui-tsai may well be accepted if it ensures the co-operation

of the Chinese, without whom we are

really helpless in the matter, whatever

laws ray be passed.

The modified scheme has

accordingly been embodied in the draft

telegram herewith.
