to enormously reduced values and earning capacity of their steamers on redelivery after control, when the market was falling, should be recognised in the same way as the above mentioned payment for good will to the Hotel Cecil.
Some of the Shipowners, though Chinese, are Pritisk subjects resident in Hongkong, and we can well understand a Chinese shipowner reading such a statement in the papers would fail to understand why, as a British subject, his losses should not in the same way be met by Government with some such compensa- tion.
