My dear Grindle,
The question of the use of opium for smoking in our
Possessions in the Far Buat did not come up at the recent
meeting of the Opium .dvisory Committee of the League of
Nations as the Committee ere not ready to deal with the
general uestion of the observance of Fart II (Prepared
Opium) of the International Opium Convention (see page 9 of
Report). The question, however, is almost certain to come,
up at the next meeting.

The British Governments have also under consideration
at the present moment some difficult problems in connection with the supply of Indian Opium for smoking purposes to North
Borneo, Macao, and Japan (for Formosa). In the case of Japan, the Foreign Office have put forward a suggestion that the League of Nations should be placed in possession of the flote und be requested to recommend an equitable limit upon the export of opium from India to Formosa, having repard to the fact that Formosa aleo importe large quantities from
