Dear Grindle,

The Cabinet Office have sent me a copy of a letter dated

June 12th from the League of Kations referring to the Oriental Red Cross Conference which is to take place in Bangkok at the end

of November and beginning of December next, and have asked for our

observations on the suggestion that the Government should send

representatives from its possessions in the Far East to the

Conference.

The matter is, of course, one primarily for the

Colonial Office, and I shall be lad to know what line you are

thinking of taking. The Council of the League, on the recommendation

of the Opium Advisory Committee, have accepted an offer of the League

of Red Cross Societies to co-operate with the Governments in their

measures for combating the abuse of opium by a "Campaign of education of the public in regard to the evil results from such

abuses". The Committee also expressed the hope that the subject Would be fully discussed at the Oriental Conference in November and suggested that the Secretariat might offer to place at the disposal of the Director of the League of Red Cross Societies, all

I think it necessary information in its possession on the subject. would be desirable that the overment should take a sympathetic attitude wing towards the Conference and do anything it reasonably can to
