In reply to your letter of the 24th February (8.P.),I am directed by the Board of Trade to enclose herewith for your information, a statement showing the number of certificates of competency of imperial validity issued to aliens at the port of Hong Kong during the wears 1919/21. It will be observed from this statement that out of 307 successful candidates for such certificates, only 16 were aliens.

I am to add that the examinations at Hong Kong are not controlled by the Board of Trade, but by the Government of the Colony.
