You will notice that there are over 1,500 signatures to the Peti- tion out of a proposed eletorate estimated at about 3,000.
This electorate, however, includes :-
(1) Government Servants;
(ii) Certain Members of the Naval and Military Services.
These two classes of electors, who are estimated to number about 1,000, were not invited to sign the petition because it was felt that It would be embarrassing for them to do so under existing conditions,
In other words, 1,500 have signed out of a possible total of 2,000,
as against less than 600 who signed the Petition of 1916.
In reply to a question in the House of Commons, the Secretary of State for the Colonies stated that the Governor, though in favour of the principle of election and not opposed to an enlargement of the Council, nevertheless expressed the opinion that there was no general demand in the Colony for any Constitutional change.
Hence
this Petition, which, we think, demonstrates the strong desire of the British residents of the Colony to amend the present state of affairs.
We trust, therefore, that you will assist us in our very natural and modest request for a more representative form of Government.
