The closing despatch of the volume shows that Lord
Kimberley had, even at that time, become convinced that the
system should he thorough investigated, and directed the
Governor to institute a full and trustworthy enquiry into its
effects, and to forward a report, requesting that it should he
considered whether any, and if so what, measures should he
taken to remove the evils brought to light. Cur Corrittao is
greatly surprised to learn from your letter of the 31st ultimo,
that no enquiry appears to have taken place as a result of
these instructions, and respectfully urges upon His jesty's
Government that, the necessity of such investigation having
been clearly recognised, instructions ray agairi be given for
the appointmont of an Impartial Committee for this purposo.
