I am commanded by the Army uouncil to forward
herewith the proceedings of a Conference held at the War office on 3rd August, 1922, to disques certain proposals for surrendering War Department land at Victoria and Kowloon,
Hong Kong, to the Civil Government.
With reference to the draft letter to the General
Officer Jommanding the Forces in China forming part of those proceedings (Appendix A.), I am to ask the favour of your
