Early in 1920 the Hong Kong Legislative Council raised the
question of the resumption of the Military Establishment in Hong Kong, both at Victoria and Kowloon, The reasons that the Council urged were
the lack of facilities for dommersial expansion in the Colony owing to
the occupation by the Military Forces of land which would be of great
alue for businous premises.
The Colony concurred in the principle that in cases where
axisting buildings are removed reprovision implies building on an
up-to-date banie,
After some correspondence the Army Council agreed generally
with proposals put forward by G.0.0. The Forces in China whose scheme
