You with reference to your letter of the 15th MarchNo. 45123/1921) and previous correspondence respecting the recognition in this country of Passenger Certificates issued in Hong Kong, I am directed by the Board of Trade to state, for the information of Kr, Secretary Churchill, that the Regulations governing the issue of these Certificates have been examined, and the Board are advised that they appear to be similar to those in force in the United Kingdom with the exception of those relating to Life Saving Appliances. It will therefore be necessary before the Hong Kong Certificates can be recognised under Section 284 of the Merchant Shipping Act, 1894, that the Life Saving Appliances rules should be brought into line with those at present in force in the United Kingdom. A copy of a pamphlet issued by this Department containing the Instructions relating to the Survey of Life Saving Appliances and the Statutory Rules made by the Board of Trade under Section 427 of the Merchant Shipping Act, 1894, is enclosed herewith.

I am to add, for the information of the Secretary of State, that Section 24 of the Merchant Shipping (Convention) Act, 1914 provides for the application of any provisions of the Act, and of any Under Secretary of State,
