Thank you for your letter of the 14th instant and the statement you enclosed of the Colonial Office policy in regard to the suppression under Article 6 of the International Opium Convention of the trade in and use of prepared opium in our Far Eastern Colonies and Dependencies. I notice you call it a "confidential" memorandum, but I gather from the second paragraph of your letter that I am authorised if necessary to explain to the Opium Advisory Committee the intentions of the Colonial Office
as set out in the memorandum.
I have had a note from MacElderry to say that he has arrived at Geneva and betting to work. I am sure he will be of
