With reference to
my Circular despatch of the 1st July
the letter from this Department of the 29th of June
I have the honour to inform you
I am directed by Mr. Secretary Churchill to request you to inform the Court of Directors of the British North Borneo Company that the Council of the League of Nations, upon the recommendation of the Advisory Committee on Opium, has adopted the following resolu-
tion:-

"That the special attention of the "Contracting Powers having Treaties with China "be invited to the provisions of Article 15 of "the International Opium Convention, so that the "most effective steps possible should be taken to "prevent the contraband trade in opium and other "dangerous drugs."
