Hong Kong and North Borneo.
We have now had a reply from British North Borneo Co., (63457/21) in which it is stated that :-
"As regards smuggling into China,or into leased territories in China, no special measures have been taken nor are any at the moment necessary, for there is no direct channel of communication between North Borneo and these territories. All goods and passengers for North Borneo to China must pass through Hong Kong and must tranship there."
This despatch (with Foreign Office comments) is now waiting to go to Home Office. ? We should let action
i proceed as in minutes on 5429/21 and refer

We have not had specific replies from Straits Settlements and Hong Kong to our despatches of the 9th of September. They appear to consider that their replies to the League of Nations Questionnaire (sent out with circular of 1st July) are sufficient.
The Borneo replies to the Questionnaire (No.49302/21 and M.0.55821/21) were sent to Home Office on 11th October and 21st November; and the Hong Kong reply (3846/21-22)
on the 1st of February. The Straits reply
(6795/22) is just in, and has not yet been
sent to Home Office.
