Information has been received that a Rotterdam firm
of forwarding agents, Bacher and Alberti, are on the point of shipping to China 18 cases of magnesium sulphate marked or labelled Hongkong and that one of these cases contains cocaine, morphine and opium. You should request Dutch
authorities to investigate and to inform you as to the results with a view to action, if necessary, being taken at Hongkong.
