I am directed by the Marquess Curzon of Kedleston to

acknowledge the receipt of your letter No. 49484/22 of the

13th instant, enclosing a despatch from the officer administering

the Government of Hongkong, regarding the China. Arme Embargo.

Having regard to the fact that the other powers do not

prohibit the export from their dominions to China of the sub-

stances mentioned in the list attached to that despatch, the

Secretary of State is of the opinion that it is not necessary in

the present circumstances to prohibit their export to China from

Hongkong.

It is observed that the export of aircraft of all kinde

to China from Hongkong is absolutely prohibited. In this

connection, I am to inform you that at their recent discussion

regarding the Arms Embargo the Corps Diplomatique at Peking could only agree, so far as aircraft is concerned, to recommend the prohibition of the export to China of aircraft other than

commercial aircraft.
