There is growing dissatisfaction which may be voiced at meetings in November of Chamber of Com- merce at much wider and stricter interpretation given to embargo by His Majesty's Government than

by other Powers.

It may be said that 1919 embargo has saved China a little money but has not had any effect whatever in stopping civil war.
