My telegram No. 304 was sent as result of meeting summoned to discuss proposals of His Majesty's Government contained in your despatch No. 380 of May 16th. I have done utmost to urge on my colleagues importance of widening embargo but majority are sceptical and general impression exists that embargo is more or less of a farce.
I submit following observations on identic telegram:
1. To China, Washington formula only prohibited export. We alone prohibit import into and sale in China and alone have had requisite authority to enforce terms of 1919 embargo.
2. Unless and until recognized government in Russian Siberia becomes party to embargo there must continue to be serious leakage. Large quantities of arms have been sold to Manchuria, my colleagues have no power to prevent their nationals taking part in this trade.
3. Proposals as to questions of personnel in arsenals and inclusion of all aircraft were ruled out...
