to the Spanish Consulate and got registered as a Spanish citizen,
do you think that your Court would recognise that and allow you to evade its jurisdiction, or do you think that the British Court would let me escape if I did wrong, just because I got myself registered
The only real effect this registration has 15 as a Spanish Protege.
This
that a man is liable to be sued in two Courts instead of one. question of Foreign Registration of Chinese has become such an ab- solute scandal, that I am determined to do all in my power to stop it. Within the last three weeks some 10 or 12 cases have been brought
to my attention in which Chinese defendants have attempted to evade
or actually have evaded justice by getting Foreign Registration or
protection.
Mr. Hartigan said: - There are articles in the Spanish Law which empower them to take and protect Foreign Proteges.
Assessor: -
on this subject.
We are not concerned with what may be Spanish Law
This is a Chinese Court and a man must prove that he has ceased to be a Chinese citizen and has duly obtained a cer- tificate of denaturalisation from the Ministry of the Interior.
Mr. Hartigan produced the certificate and said that the certi- ficate was dated 14/3/22.
Assessor: - But he was a Chinese citizen all the rest of his life up to that date and only when he got into trouble that he ran round to the Spanish Consulate and got protection.
Mr. Hartigan:- But he is entitled to the protection of the
Spanish Consulate.
Assessor: He is a Chinese citizen.
Mr. Hartigan:- This practice of Protection by Foreign Consulates has been in force for a long time and I thought that this Court would not go behind the certificates of Protection of Foreign Consulates.
Assessor: - The abuse of this registration has grown to such serious proportion that we have to go behind them in the interests of
justice.
