Sir and dear Colleague,
I have the honour to inform you that for various reasons I have seen with astonishment in the Consular Circulars No.695-VII and 698-VII referring to remarks on Spanish Proteges. An answer to these could be limited by my manifesting that I am not bound to render to any stranger an account of the doings of this Consulate, considering it an interference, which

I cannot tolerate, neither, it seens to me my Colleagues that should be acquiesced, as it would be infer- red as an acceptance and a precedent that the British Assessor could interfere with what does not concern him, that is judging
and censuring the actions of any Consul.
His remarks at the Mixed Court (if true as reported) suppose an impertinence which should not be tolerated, especially
which as it is against the practice of the local Consular Body, has its marked channels for communications and meetings, to com-
municate with each other.
Not that it may be taken as a justification of my own
acts, but to clear up what has transpired, and strengthen my present protest, I shall state that, it appears, two have been the cases that have scandalized that Official. Regarding the
criminal case, I can state that I was not acquainted at the
time when protection was granted that this individual had a case pending against him, therefore I could not be opposed to
