I am directed by the Earl of Balfour to

acknowledge the receipt of your letter No. 26458 of the

20 th instant, transmitting a copy of a letter addressed

to the Board of Trade relative to the liquidation of

enemy firms in Hong Kong.

It is observed that the Secretary of State

for the Colonies is of opinion that there would be no advantage in his appointing a commission to deal with

these claims as suggested in the letter from this department of the 1st instant but that he would be

prepared to render assistance to a committee appointed by

the Board of Trade. I am to state that it was contemplated that the proposed commission should sit at Hong Kong, where the necessary information could presumably mast easily be obtained, and that it is hoped that Mr.

Secretary Churchill will feel able to adopt this suggestion which seems to afford the only solution of the difficulty which has arisen.

A copy of this letter is being sent to the

Board of Trade.
