Great Britain Blamed.

Mayor Baker declared that investigation of various
kinds has disclosed that Great Britain is responsible for
a great deal of the narcotics produced and smuggled into
this country and that led him to broach the subject of an
international conference, for he said he had become convinced
that only in this manner could the course of supply be abated.
He advocated a conference of Pacific coast governors, looking
to amendments of the federal laws and a general threshing out
of methods to suppress the great evil.
