Such an attitude on the part of the Italian Chargé d'Affaires is at variance, not only with the decision of the Diplomatic Corps at Peking on the subject, but also with the withdrawal on the part of the Italian Government of the reserves made by the Italian Minister: and this is all the more the case, after the declaration of the four principles which have recently been established with regard to China at the Washington Conference.
His Britannic Majesty's Embassy is accordingly instructed by His Majesty's Government to request the Italian Government to be so good as to issue the necessary instructions so that the Italian representatives in China should conform to the agreement of the Diplomatic Corps at Peking and to the declaration made by the Italian Government to the Japanese Chargé d'Affaires in 1919.

WITH reference to my despatch No. 1042 of the 28th ultimo, I have the honour
Rome, January 26, 1922. to transmit herewith a translation of a note which I have received from the Italian Government in reply to my representations to them on the subject of arms and ammunition supplied to the Chinese with the consent of the Italian Legation at Peking
My Japanese and United States colleagues inform me that they have each received a note in similar terms, the substance of which they are communicating to the Japanese and United States Governments respectively, with a request as to whether it is desired they should now take further action in the matter.
I should be grateful if your Lordship would inform me of the terms in which His Majesty's Government may desire to reply to the present communication of the Italian Government.

Translation of Note verbale from the Royal Italian Ministry for Foreign Affairs to the British Embassy (Rome).
IN reply to the note from the British Embassy of the 27th September last, the Ministry for Foreign Affairs can only confirm what they have already intimated to the Embassy in a previous communication in regard to the question of the supply of Italian arms in China.
The reservations formulated by the Italian Minister at Peking when adhering in the name of the Italian Government to the agreement arrived at between France, Great Britain, the United States and Japan in April 1919, in accordance with the proposal of the United States Minister, were necessary, seeing that there were already in existence contracts for the supply of the arms in question which had indeed begun to be carried out on the part of the Chinese recipients of the arms. in view of the present conditions in China, the Italian Legation at Peking has However, always, pending an improvement in these conditions, deferred the fulfilment of the contracts, in spite of the considerable financial losses and serious inconvenience resulting from prolonged storage of the material, which has become more and more difficult as time
goes on owing to the recall to Italy of the personnel in charge of the goods. The fact that the Legation did not ultimately oppose the release of part of the said material, which formed the subject of contracts prior to April 1919, was due not only to the reservations mentioned above, but was also a consequence of formal assurances which the Government of Tchili gave in writing in the name of the Central Government. that the material would be kept under guard in warehouses and would not be in any way used in connection with the internal warfare proceeding in China.
