In reply to your despatch No.21 (5830/21).

of August 8th last, many reasons lead me to the

conclusion that when Szechuan really becomes &

united whole, and this I do not think can be

accomplished within the next four or five years,

without external problems or internal dissensions

to provoke the ambitions or stimulate the avarine
