I am directed by the Marquess Curzon of Kedleston

to acknowledge the receipt of your letter No.53267/1921,

regarding the laws and regulations governing the immigration

of Chinese into South American countries.

His Majesty's representatives in all such countries

have already been instructed in another connection to

furnish this information. Replies have been received in

respect of the following countries: Mexico, Guatemala,

Nicaragua, Selvador, Honduras, Costa Rica, Panama, the

Argentine Republic, Uruguay, Paraguay, Venezuela and Bolivia.

Copies of these despatches are enclosed herewith.

It will be observed that this list includes only two

of the four countries in regard to which the Governor of

Hongkong desires the information most urgently, via. Mexico

and Panama, and that in both these cases, the immigration of

Chinese labour is entirely prohibited.

Telegrams, copies of which are enclosed, have

accordingly been sent to His Majesty's Ministers in the

other two countries mentioned by the governor, namely

Chile and Peru, instructing them to expedite their reports

and also asking them to endeavour to supply such further

information as may be desirable to enable the government of

Hongkong to decide whether the conditions of Chinese

labour in Chile and Peru are satisfactory.
