for which would be carried out as trade required, or rather
something in advance of the requirements. Of course under
such oenditions the leasing of wharves should be for long
periode, particularly if the lessees were allowed to build
their own godowns on the leased property, which we consider
very desirable.

As requested by His Excellency, we have made the
above remarke on the sentrol of the Port, but we have kept
them quite short as we realise that there may be questions
of high policy eutside sur knowledge which may require
DORE ideration.
28.
Before coming to any conclusion ne regards
proposals for new works to allow ships to come alongside,
we made a careful investigation of present conditions at
the Fort; we examined all verks which would give u
indications of the effects of typhoons, and we obtained a
great deal of information from the Director of Public Works
and his Assistant, Kr, Dungan, from the larbour Master.
Commander Beckwith, from the Aeting Director of the
Observatory, from the Representatives of the Shipping and Godowa Companies, and others, and we are under great
obligation to these gentlemen for the way in which they
freely gave us such information as we required.

(1) The method of carrying on the bủsiness of
the Part at the present time and any shanges in such
procedure which will probably develop.
(2) The conditions of weather, tides, currents
and other natural conditions which exist,
