With reference to (3), that the Government should construst wharves and lease them to private Companies, we are of opinion that this course is much the most satisfact- oxy one to adapt. The new works of the Pert could be carrie out en a definite scheme, and railway and other facilities oommon to all firms could be adequately dealt with. working of the trade of the Port would be left in the hands of those who have developed it, who know its special diffi- culties and who, as far as we STO STATO, are anxious to continus it.
