Sir,
I have the honour to transmit, for the information
and consideration of the Secretary of State, the enclosed copy
of a report by Messrs.Coode, Fitzmaurice,Wilson and Mitchell on
questions of Harbour Development in Hong Kong, submitted to Sir
Maurice Fitzmaurice during his visit to the Colony in 1920.
2. In this report the Consulting Engineers deal with the
question of the general policy to be adopted in regard to the
development and administration of the Port and in this connection
recommend that the construction of wharves and railway connection
etc., should be undertaken by Government on a settled plan
and
that these facilities should be leased to private Companies who
should be allowed to manage the business of the Port in their
own way.

They also outline a scheme of development involving the
reclamation of 48 acres in the bight of Hung Hom Bay and the
construction of a series of 6 jetties, providing berthage for
ocean-going vessels on one side and for junks and light draught
vessels on the other. As a first instalment of this scheme
they recommend the reclamation of 7 acres and the construction
of 2 jetties 250 ft.wide designed to afford 2,600 lin.ft.of
quayage, having a minimum depth of 36 ft. of water alongside and
2,050 lin.ft of quayage for light draught vessels.
