owing to the somewhat unfavourable nature of the site, as expressed above, we areof opinion that very careful con- sideration should be given to this subject before any definite decision is taken in regard thereto.

15. The question is raised in the papers of providing coal storage on the proposed reclamation. This could be done if required but it is doubtful if it would be worth the expense for island consumption only. A scheme has been propounded for giving coaling facilities near Hung Hom. Such a scheme would be in direct communice tion with the Railway, and would also be far more convenient for vessels using the proposed quays in Hung Hom Bay in the event of the latter being carried out.
16. While it will be gathered that we are not in favour of the development of this site for deep-water berths it will, of course, be understood that such a scheme is practicable. It is right, however, that we should refer
to what we consider the chief disadvantages of such
procedure. It would be quite possible to construct wharves
in the manner shown on Drawing C, but it is clear that
such wharves, where access to the shore and sheds can only
be obtained by means of a limited number of gangways placed
at intervals apart, are very inconvenient as compared
with wharves where communicetion with the shore and sheds is
continuous/
