We have to acknowledge the receipt of your letter E.254/11 dated 1st September last, forwarding for our information and for any observations we might desire to make thereon, copy of a despatch No. 258 from the Officer Administering the Government, dated 8th July, with accompanying memoranda by the Director of Public Works and the Executive Engineer in charge of the Harbour Works, relative to a scheme of development of an area of foreshore to the westward of Hong Kong Electric Light Works, together with plans illustrating the same.

2. The particular points arising from the memoranda referred to in the preceding paragraph upon which our recommendations are required, are set forth in the despatch in the form of three questions (a), (b) and (c). Dealing with these questions in their order we have to reply as follows.

3. (a) "Whether the area should be developed otherwise than as a filled-in reclamation of the ordinary type. If the reply is in the affirmative an outline of their proposals should be forwarded."
